Alicia Pichon Troszynski, Where Are You?

For more than five years, a father has not known where his daughter is

One day, your daughter disappears. From that moment on, you do not know where she sleeps, whether she is attending school, whether she receives medical care, whether she is safe, what name she uses, or what story she has been told about you. Birthdays pass, holidays pass, school years begin. Her childhood passes. And no one can tell you where she is.
This is what Fabien Nicolas Pichon, the father of Alicia Athenas Pichon Troszynski, has been living through since August 2021.
Alicia was only three years old when she disappeared with her mother. Today she is eight. Her father has spent more than five years without knowing her whereabouts or being able to personally verify how she is doing.
A judicial decision may be disputed, appealed or criticised. What cannot be done is to hide a child, erase part of her identity and indefinitely deprive her of her relationship with her father and her entire paternal family.
The primary objective is to find Alicia, verify that she is safe and place her under the protection of the competent authorities. Any criminal responsibility of the adults involved must be determined by the courts.

The Court Proceedings

International Child Return Proceedings

he international return proceedings concerning Alicia were conducted before National Civil Court of First Instance No. 4 in the case:
“Pichon, Fabien Nicolas y otro c/ Troszynski, Sofía Belén s/ restitución internacional de niños”, Case No. 13.611/2019.
Alicia’s return to France had been ordered by the court. However, when the return was due to be carried out, mother and daughter disappeared.
At the time enforcement was to take place, Civil Court No. 4 was presided over by Judge Mariana Judith Kanefsck, who had been appointed to the court in February 2021, approximately six months before these events.
The paternal side had requested security measures intended to prevent an escape. Sufficient police custody was not ordered, following the position taken by the then children’s public defender, who considered it unnecessary, a view followed by the judge.
The very escape that those measures were intended to prevent ultimately occurred.
From the perspective of the father and this legal representation, that assessment constituted a serious judicial error. The result is plain to see: more than five years later, Alicia has still not been located, and her father continues to bear the consequences of a security measure that was not adopted.
This is not about attributing intentions. It is about recognising that the protection ordered was insufficient and that, when the enforcement of an international child return order is at stake and there is a risk of flight, an incorrect assessment may have irreversible consequences for a child’s entire childhood.

Criminal Proceedings for Child Abduction

The criminal investigation is pending before National Criminal and Correctional Court No. 6, Secretariat No. 118, presided over by Judge María Alejandra Provítola, in the case:
CCC 36.975/2021, “Troszynski, Sofía Belén y otros s/ sustracción de menores de diez años —artículo 146 del Código Penal— y resistencia o desobediencia a funcionario público”.
Complainants: Fabien Nicolas Pichon and others.
The investigation remains active. The Ministry of National Security officially confirmed the proceedings, the international search for Alicia and the national and international arrest warrant for Sofía.
Special recognition must be given to the work of Judge María Alejandra Provítola and her court. Faced with an extremely complex search, the judge has continued to pursue national and international measures aimed at finding the child, arresting the wanted person and determining whether third parties assisted in concealing her.
The parents of Sofía Troszynski have also been summoned for questioning as part of the investigation into the possible involvement or assistance of other persons.

They May Be Using Other Names

It cannot be ruled out that Sofía and Alicia are using other names, different surnames or documentation other than that currently known.
They may also have completely changed their everyday appearance:
dyed, cut or differently styled hair;
glasses or contact lenses;
weight gain or loss;
different clothing and style;
use of another person’s surname;
a change to Alicia’s name;
documents issued in another country or under another identity.
For this reason, a possible match should not be dismissed merely because the names are different.
Hair changes. Clothing changes. Weight changes. But certain features are more persistent: the shape and spacing of the eyes, eyebrows, nose, ears, facial contour, jawline, smile, gaze and particular gestures.
Alicia may now respond to another name. She may even be unaware that she is being searched for or may have been given a completely different version of her history.
No one should attempt to approach or confront them, or alert them that they have been recognised. Any suspicion should be reported immediately and confidentially to the authorities or to us.

Any Information Could Be Decisive

You do not need to be absolutely certain before reporting a possible match.
It may be useful if you have seen them:
at a school, kindergarten, club or children’s activity;
at a medical centre, hospital, pharmacy or doctor’s office;
in a building, neighbourhood, temporary rental or residence;
at an airport, terminal, border crossing or on public transport;
at a workplace, university or professional setting;
at a church, association, community or social activity;
in photographs, videos or social-media profiles;
using a different surname or identity;
accompanied by people connected with Argentina, France, Poland, Chile, Brazil or another country.
A telephone number, email address, name being used, vehicle registration number, city, school, workplace, recent photograph or travel information may also be useful.
However insignificant it may seem, one piece of information may complete another already in the possession of investigators.

How to Report Information

In Argentina
Call the toll-free 134 National Rewards Programme hotline.
A report may also be made to any police or security force, referring to Case CCC 36.975/2021, National Criminal and Correctional Court No. 6, Secretariat No. 118.

From Another Country
Contact the local police or Interpol and explain that Alicia is the subject of an international Yellow Notice and that Sofía is subject to a national and international arrest warrant in Argentina.

A Father Has the Right to Know Where His Daughter Is

Fabien Nicolas Pichon has the right to know Alicia’s whereabouts.
But above all, Alicia has the right to her complete identity, to know her origins, to maintain her family relationships and to ensure that no adult decides to erase one of her parents from her life.
We do not know what she has been told. We do not know what name she uses. We do not know where she lives or whether she understands that her father has been searching for her for years.
What we do know is that her childhood is passing.
No one should have to spend more than five years without knowing whether their daughter is healthy, attending school, protected, or even under what identity she is living.
Someone may have seen them without knowing this story: a teacher, a doctor, a neighbour, a co-worker, someone who rented them a home or shared a journey with them.
That is why we need this search to be widely shared.
Please look carefully at their faces. Share this page. If you notice any resemblance or have any information, contact the authorities and us immediately.
Alicia deserves to be found.
Her father deserves to know where she is.
